Dear Contractors,

As you may know, South Jersey Gas’ Sales and Marketing team recently announced its reorganization with a defined focus on promoting energy efficiency to new and existing customers.

With this reorganization and a new name – the Energy Efficiency Education and Consulting Organization, some staffing changes were made to better accommodate our goals of educating our customers, our contractors and the public-at-large of the many benefits associated with using energy more wisely and considering the whole house or building as an energy investment.

Effective immediately, I will be your direct contact for all contractor-related questions, concerns and communications regarding existing and future programs. Michele Lamb will dedicate her time to managing the energy efficiency marketing programs and conversion campaigns.

My primary communication will be via email so please make sure we have your updated information. You will be required to have an active email address on file. (If you do not have an email address, there are many sites like Google and Yahoo that will provide you with one free of charge.) You can anticipate receiving updates, notices, announcements and invitations to breakfasts, meetings and events via email.

NOTE: Due to internal system constraints, you may see email coming to you from either of these two addresses: wholmes@sjindustries.com OR wholmes@livecomfortablyforless.com. I’d prefer any incoming emails to be directed to wholmes@sjindustries.com as I can access this account from the office or the road.

In the coming months, you can anticipate receiving a questionnaire for you to complete. It will be used to help me gauge your interest in training programs, to gather feedback and to help better understand your company’s needs.

Plus, as we move forward, I will be sending out a monthly form to our BPI-certified contractors who are participating in the State program to gather information on new hires, average cost of jobs related to the energy efficiency programs, and so forth as required by the State’s reporting structure.

Finally, in an effort to gain a better appreciation for your role in these new programs, I’ve recently completed the Building Analyst and Envelope training and am scheduled for testing next month. My hope is to complete all the modules in the BPI program.

It's Official: Changes to the existing NJ Clean Energy programs have been approved

August 2009

Dear Preferred Contractors,

It's official! The long-awaited changes to the existing NJ Clean Energy programs have been approved and are effective as of the signing date of Friday, August 7th, 2009.
 
As you may know, South Jersey Gas is introducing its own complementary programs to further encourage consumers to save energy, save money and reduce their carbon footprint. 

Our programs begin September 1st, 2009.

In the meantime, we are encouraging homeowners to sign up for audits now. Plus, we've already begun educating our existing  and prospective customers about the benefits of the programs. Similar to our current conversion loan program, these offerings are available to SJG customers (or pending customers) only.

Residential Program #1 - Rebate

Residential Program 1 is designed to influence and promote purchases of energy efficient HVAC equipment over the next two years. SJG will offer enhanced rebates of $900 for qualified, high efficiency heating equipment if customers agree to have a Home Performance with Energy Star audit performed on their home by a BPI-certified contractor who is listed on the State's website.

Following the assessment, customers will have the option of selecting up to $1,000 worth of free air sealing in cooperation with the NJ Clean Energy Program. This program targets residential customers who have existing HVAC equipment needing imminent replacement, including customers in older homes with good potential for whole home energy savings.

  
Residential Program #2 -
"Whole Home Efficiency" Financing

Residential Program 2 offers eligible customers an aggressive financial package to assist in obtaining whole home energy efficiency.

Through this program, if a qualified customer opts to install measures recommended in a Home Performance with Energy Star assessment, the State will offer a financing package of up to $20,000. With up to $10,000 in rebates from the NJ Clean Energy Program and SJG, the customer would only be obligated to pay back 50 percent of the loan over 10 years, interest free.

Qualifying low-income residents will receive up to $15,000 in rebates from the NJ Clean Energy Program and SJG, and would only be obligated to pay back 25 percent of the loan over 10 years, interest free.

 
Small Commercial Program - Direct Install

The Direct Install Program is designed to identify cost-effective energy efficiency retrofit opportunities and provide direct installation and financial incentives for up to 80% of installed cost to encourage the early replacement of existing equipment with high efficiency alternatives.

Systems and equipment eligible for incentives include lighting, controls, refrigeration, HVAC, motors, variable speed drives, natural gas and food service. The program will strive to result in the installation of a comprehensive package of cost-effective energy efficiency improvements for each project.

Direct install will be a turnkey program utilizing selected, participating contractors. Energy assessments will be conducted as part of the Direct Install Program to identify energy efficiency improvement opportunities at the owner's facility.

Through a lending institution, SJG will offer commercial customers, whose electric demand does not exceed 200KW per month, zero percent financing for up to $25,000 to install energy efficient natural gas technologies, less the NJ Clean Energy rebate received, for a 10-year period.

Large Commercial & Industrial Program -
Pay for Performance

Large Commercial/Industrial Program is designed to generate large energy savings for larger commercial and industrial customers including but not limited to; manufacturing facilities, medical facilities, casinos, schools, multi-family housing complexes, institutions, municipal complexes, etc.

The program provides financing up to a maximum $100,000 and additional incentives. SJG will also offer an incentive package to encourage the installation of a whole-building approach to energy efficiency technologies.  The incentive will match the NJCLEP incentives up to $100,000 for gas related measures.

 
Large Commercial & Industrial Program -
Combined Heat & Power

This Large Commercial & Industrial Program complements the goals of New Jersey's Energy Master Plan to reduce energy consumption and carbon emissions by lowering dependence on the electric grid system.

The program aims to provide incentives for large commercial and industrial customers to install a cogeneration system or an efficient distributed generation power plant to generate electricity. Through this program, a rate and contract mechanism will be designed to stabilize natural gas prices over a longer period of time to mitigate price volatility.

SJG will provide a direct financial incentive to match NJ Clean Energy program incentives for the Pay for Performance program.

BUSINESS OPPORTUNITY: New Jersey Clean Energy Program Seeking Participating Contractors

Direct Install Program Targeting
Small Business Contractors

May 12, 2009- New Jersey's Clean Energy Program is pleased to announce an exciting opportunity for contractors to participate in a new Direct Install Program targeted to New Jersey's Small Business Customers.

What is Direct Install?
Direct Install is designed as a turn-key equipment replacement program to reduce energy costs of small business customers whose facilities have peak electric demands not exceeding 200 kW. A network of program contractors will perform energy analysis and installation services. Customers installing eligible equipment replacement measures under the Program will receive financial incentives of up to 80% of installed costs. Categories eligible for equipment replacement incentives in 2009 include: lighting, HVAC, natural gas, refrigeration, and food service

What scope of services will be performed by program contractors?
Contractors will perform energy assessments and equipment inventories using provided software to identify energy efficiency measures eligible for incentives. Participating Contractors will then install measures according to an installation agreement signed by the customer.

What types of contractors will perform services?
There will be a network of program contractors selected via a Request for Proposal (RFP) process by the C&I Market Manager, TRC Energy Services. Two types of contractors will be awarded contracts:

Participating Electrical/HVAC Contractors will perform energy assessments and equipment installation services relating to lighting and HVAC equipment, in addition to inventories of other, "specialty" equipment.; and

Participating Specialty Contractors will perform energy assessments and equipment installation services relating to specialty (natural gas, refrigeration, and food service,) equipment.

How to become a program contractor?
To become a Direct Install program contractor, you must be awarded a contract by the Market Manager as a result of the program's Request for Proposal (RFP) process, which includes submitting all completed forms and a proposal as required. The RFP document, including forms, may be downloaded by clicking here As described in the RFP, you must first submit your Intent to Bid and other required Pre-Bid Submittal forms by 4:00 PM ET on May 19, 2009. Bidders selected by the Market Manager based on the pre-qualification phase will be invited to submit proposals.

INFO: Moving toward Green and Clean
  
As many of you know, the State of New Jersey already rewards homeowners and businesses who take steps to save energy.

One program, New Jersey Home Performance with Energy Star, connects interested residents with contractors certified by the Building Performance Institute who visit the home, identify sources of wasted energy and provide a detailed plan with recommended measures, costs and payback analysis.

As a utility, South Jersey Gas is also moving in the direction of “green” by more closely aligning our energy efficiency goals with those of the New Jersey Office of Clean Energy. We fully support the State’s programs and encourage customers to participate when possible.

If you’re not already a Home Performance contractor, you can gain a competitive edge and increase your business opportunities.

In order to become a participating contractor in Home Performance with ENERGY STAR, you will have the following steps:

  • Sign the Participation Agreement
  • Purchase diagnostic equipment (50% subsidy)
  • Become BPI Certified and Accredited (75% subsidy)  
      - Attend the training (initial cost fully reimbursed upon      receiving BPI certification)
      - Take the BPI Written and Field Test
  • Begin participation in the program

Please note that SJG is currently updating its Identity Theft Prevention Program policies and procedures to comply with the federal regulations set forth in the Fair and Accurate Credit Transactions Act (FACTA) of 2003. This Act protects consumers by ensuring personal information they provide is secured and requires collectors of the information to be report attempted or suspected fraudulent use of an individual's personal identifying information.
 
As our partner in business transactions regarding conversion financing, it is required that your company follow necessary protocols to be in compliance with this Act. As such, we mailed to you on March 31 st an addendum to our Preferred Contractors Agreement which outlines your responsibilities under this legislation. This document must be signed and returned to us on or before April 31 st, 2009. If we do not receive the executed Addendum, your Preferred Contractors status will be terminated.
 
ADVISORY: Mobile Home Conversions

 
Preferred Contractors are now required to submit the following documents for all mobile home owners who choose to finance their conversion through SJG:

1. 
Completed and signed SJG financing application submitted by the customer;
2.
Disclosure documents provided by SJG and executed by the customer, including the Notice of Right to Cancel and required federal disclosures;
3.
Executed Certificate of Completion; and
4.

UPDATE 12.1.09:
We're expanding our area of natural gas service to include the community of Cape May Beach. To date, we've received nearly 800 applications for conversions throughout Villas and anticipate continued interest as we begin to complete installations on the side streets. To encourage conversions, we are marketing via direct mailers, radio spots, newspaper advertising and word-of-mouth.

NEWS: Federal Tax Credits for Homeowners are Returning in 2009.

  
Home improvement tax credits are available for home improvements “PLACED IN SERVICE" from January 1, 2009 through December 31, 2009. Any qualified home improvements made in 2008 are not eligible for the tax credit.

Home improvement tax credits are available for non-solar water heaters, and certain high efficiency heating and cooling equipment.
